What does infinity over 21 million mean?

It is a compact form of “everything divided by 21 million.” Because bitcoin's supply is fixed, anything you can put a price on, from a coffee to a house, can be expressed as a slice of that same limited total.

Can more than 21 million bitcoin ever be created?

The cap is written into bitcoin's rules and checked by every node running the software. Raising it would require the network to adopt new rules, something bitcoiners strongly oppose. We are explaining the design here, not making predictions.

Why is it written as “21 m”?

The lowercase m is a short way to write million, which keeps the bottom line compact enough to sit neatly under the word infinity. The orange coin beside it makes clear which 21 million the shirt is talking about.
