In Bitcoin, a hash is a fixed-length fingerprint produced by running data through the SHA-256 function. Mining works by taking a block header and hashing it twice, then changing a number called the nonce and trying again until the result falls below a target set by the network. That is a lot of hashing. Over a conversation, the phrase means something calmer, which is the whole joke.
It works at a hackathon, a mining meetup or any office with an engineer who loves puns. The hash sign is recognizable to anyone who has used a keyboard, so even people outside the bitcoin world get to enjoy the wordplay.
